No - the 15% would not apply to coal and gas etc bought in Australia -
only to exports.

So, those exported and value added overseas, when returned to Australia, will NOT be at least 15% dearer?

Of course they will be dearer.
We used to make our own steel but now we export iron ore and buy imported inferior steel.
