A 36-year-old man was arrested at a property in Mitcham and has been charged with two counts of kidnapping, aggravated burglary, false imprisonment, and car theft.
A man has been charged with kidnapping and other offences over an incident in Blackburn North on Monday in which two children were taken from their home.

Police said the children were reunited with their mother after "good old-fashioned policing" led authorities to a property in the neighbouring suburb of Mitcham in fewer than 12 hours.
Before 9:00am on Monday, it is alleged a man abducted Adilla Wally, 5, and Bilal Wally, 3, and drove them away in their family's black Mercedes.
The children's 32-year-old mother was allegedly attacked at the Blackburn North home. Their father was not at the property and had been at work.
The incident sparked a massive search for the children and the vehicle, with investigators conceding they had few clues until about 4:00pm.
By 7:20pm, officers from the Special Operations Group were able to retrieve the children from the Mitcham property just before they were set to be moved to another location, Victoria Police Commander Mick Frewen said.
'A lot of unanswered questions'
Four suspects were arrested and the black Mercedes was also found.
"There's a lot of unanswered questions in this investigation," he said on Tuesday morning.
"We're still working through the motivation. We're still working through how, or if at all, the victim and these people of interest are connected.
"The children have displayed resilience well beyond their years. Obviously Mum and Dad are really happy to have them with them again."
Mr Frewen said the attack did not appear to be random.

A man allegedly demanded a $1 million ransom for the return of two young children who he allegedly kidnapped from their home in Melbourne's east.
Jiangang Ji, 36, fronted the Melbourne Magistrates' Court today, facing charges including two counts of kidnapping, trespassing, aggravated burglary, armed robbery and false imprisonment.
Police allege the construction worker tried to blackmail his boss by kidnapping his two children, aged five and three.
The Mitcham man allegedly broke into his boss' Blackburn North family home armed with a knife shortly after 8.30am on Monday.
Police alleged he bound, gagged and assaulted a 32-year-old woman then abducted her two children and stole her black Mercedes.
He was allegedly arrested more than 10 hours later, after 7pm, when he was allegedly caught putting the children back into the car.
Mr Ji's three housemates were also arrested but have been released without charge.
9News understands Mr Ji was employed by the children's father.
The court heard Mr Ji had never been in custody before, with his lawyer saying he was experiencing suicidal thoughts.
Mr Ji sobbed during his court hearing, holding his bruised face in his hands, and told a prison guard he was sorry.
Police maintain the family is still "bewildered" by what happened here and are certain they had no enemies.

Mr Ji is facing charges including kidnapping, aggravated burglary, armed robbery, false imprisonment, assault and theft of a motor vehicle.
Police say the children's mother was assaulted at the family's Blackburn North house on Monday morning before Mr Ji allegedly stole her black Mercedes and took the children with him.
Mr Ji was arrested on Monday night, while two children were located by police at a Mitcham property less than 12 hours after a large-scale search began.
According to charge sheets, Mr Ji was carrying a knife at the time of the alleged attack and demanded $1 million to release the children.
Prosecutor Holly Baxter told the Melbourne Magistrates' Court on Wednesday there were three locations where investigators had seized items for analysis.
"There are three phones that need to be analysed and that is because the accused and the victim were known to each other," she said.
Ms Baxter said material on the devices needed to be translated from Mandarin.
Ms Baxter said a police hand-up brief would be prepared by November 3.
Mr Ji, who faced the court via video link, listened to the proceedings over the phone from a remand centre with the help of a translator.
After being brought into the virtual courtroom, Mr Ji shook his head repeatedly and lowered his surgical mask, revealing a large bruise over his right eye.
Mr Ji's lawyer, Sharon Healy, said it was her client's first time in custody and she asked that he be assessed by a psychiatric nurse.
No application for bail was made.
The case has been adjourned until December 17.

In the Wild West he would have already been hanged.
