it's a custom here that the old ELs remain in case the real EL is away sick -
or just away when urgently needed - or abandons their post.

That means that the reserve ELs can only act in those cases.
It's a good idea to ensure the integrity and safety of the forum.

I don't know why Skippy is still there -
he hasn't logged in for over 3 years.

Skippy has not been on that list for years. Someone has put that name there after the last election.
