Without the evidence to support the claim of an absence of evidence, one could postulate that evidence of absence constitutes a negligence contributing towards the evidentiary absence of absentee evidence.

Noone around the world in any country ever engages in torture ever - didn't you know that!

Mugabe is pretty honest about it these days and most the Middle East gives you a nice wink, wink, nudge nudge on the subject.

Russia is the clever one they have done away with torture all together and go straight in for the kill.
