Yes, it looks like a hoax due to "Saudi Civil Defence issued brief "potential danger" alerts via the National Early Warning Platform for Mecca, which were lifted within minutes after the threat passed.". There was a Houthi missile interception near Mecca.
Video is probably from the 1979 Grand Mosque seizure.
