I presume this is what BO's text message was all about! This article was back in March 2021.
NSW police to send text alerts to people near where a missing person was last seen

New South Wales police will soon be able to send texts to people in the vicinity of where a missing person was last seen.

It’s hoped the SMS geo-targeting alert system will help police quickly find high-risk missing persons.

A text message would be sent to all mobile devices in a defined area with a brief description of the missing person and details of how to report a sighting.

It’s the same technology used by Australia’s states and territories to send alerts during emergency situations, such as floods or bushfires.

Ah....so numbers are known but not necessarily is there a name attached to the number. I hope that is the case, otherwise I see a very nasty incursion into civil rights, and privacy specifically.

Can someone track my phone calls and text messages?
It’s the year 2021, and everyone willingly carries a tracking device in their pockets. People can have their precise locations tracked in real time by the government, advertising companies, and even rogue bounty hunters. It sounds like dystopian fiction—but it’s a reality.

We like debunking sensationalist stories, but this latest controversy is true. Your phone’s precise location can be tracked in several different ways.

The Govt. can track you by your use of phone cell towers.
Your mobile picks up and uses the nearest cell phone tower.

They have names against every SIM Card.

The billing system links this.
For prepaid SIMs, if you purchase with card card they have you if they want to track it down by goign back to the store.
You need to buy from the black market or be smart when you purchase a prepaid SIM to not be known.
Also you need to use a different phone s each phone has a unique ID too.
Always remember what you post, send or do on the internet is not private and you are responsible.
