PS gets time off for good behavior
A practitioner seminar on how Governments can influence behaviour change are to be held for Victorian Public Sector employees on 5 June.
Carrots, Sticks and Sermons: Public Policy and Behaviour Change is the latest initiative from the partnership between the State Services Authority (SSA) and the Australia and New Zealand School of Government (ANZSOG).
To be moderated by ANZSOG Fellow and ABC Presenter, Professor Peter Thompson, the seminar will examine the complex issue of influencing human behaviour and the limited effectiveness of traditional approaches. It will look at what public policy incentives and tools were available to Government and which had been most effective in encouraging individual responsibility.
It would also examine how Victorian public policy practitioners might learn from past and current national campaigns and approaches to bring about maximum behavioural change in the community.
Professor Thompson will lead a panel of experts in discussing why and how Government should be educating and influencing individual and community patterns.
The panel will consist of:

Assistant Police Commissioner Ken Lay. Commissioner Lay is working in conjunction with VicRoads, TAC and the Department of Justice in implementing the Arrive Alive 2008-2017 Strategy aimed at changing driver behaviour.
Chair of, Sustainability Victoria, Mike Waller. Mr Waller has worked as the Chief Economist and head of Environment and Community Relations with BHP Billiton, has held senior positions in the UK Treasury and a number of Australian Government Departments.
Research Director of Community Change Victoria, Rob Curnow. Mr Curnow has been responsible for numerous projects aimed at understanding community attitudes and behaviour and is an international authority on changing behaviour including on water conservation.

The SSA and ANZSOG are about a third of the way into a three-year partnership focussing on new challenges and opportunities in public service provision, and on improving the connections between policy, research and implementation practice. This seminar will be the sixth they have jointly conducted.
The seminar will be held on Thursday, 5 June, from 12.30pm to 2.00pm at Melbourne’s Spring Street Conference Centre. Entry is free but limited to Victorian public servants.
