I've had one buzz me before, and managed to refrain from shooting it. This was about a few hundred metres away from where people were swimming. It's hard to imagine someone feeling threatened by one from inside a boat. They are always there. Proximity to people is no reason to kill them. The situation in WA is a different matter entirely.

Once was on a charter fishing boat in the Gulf of Mexico when we came upon a Great White. The captain, with an insane look on his face, fired a pistol multiple times at the shark finally killing it. As far as I could see, the only danger was the captain and I was glad to get off his boat.

How about sharks on a plane?
What I think is strange is that he was able to herd the shark with a boat. That would normally be impossible. My guess is the shark was sick or starving to death, in which case it may well have been a danger to people. Hopefully they do an autopsy and figure out if there was anything wrong with it.
