PM facilities should be turned off for the under 100 post n00bs so they can't use PA as a personal message system after being banned at Ozpol.

I can sympathise with your sentiment but ... dodgey characters PMing behind the scenes give you dirt you can use later.
I tend to avoid the PM function unless I want to know something but don't want to display my ignorance to everyone on a given topic/issue/subject.
Plus I prefer as few rules, requirements and regulations as possible. Things usually run smoother that way.
