They could move to a closer country to them. The fact that they go all the way to Australia, from India... I don't know, never justifying it.

I also think intelligence is tied to government. Look at Cuba or Belarus for example. Belarus still has a dictator. They haven't moved to the 21st century yet. And people are quiet.

No it is not. The UN believes that Asylum Seekers have rights. The Australian Government disagrees quite a lot and hence we have had Manus and Nauru gulags created and funded by the Australian Government. This is completely contrary to the UN Convention on Refugees.
