I've seen that too -
a very old man who can not actually walk - he shuffles along very slowly yet he drives a car.

A medical episode can happen at any age.
I heard a story once of a man who was only 50.
He had a heart attack and died while driving past a school at 8.50am.
He went across the wrong side of the road -
up on to the footpath and school kids had to jump out of the way -
he went right through a fence in front of a house.
Luckily - no one was killed or injured.

Someone may have bad left foot so can not work but can drive car with automatic transmission.
