Political leaders
Apparently the Leader of a party has a BIG say in what happens. I think that is a really bad idea.
A leader should present the consensus opinion.
Many ideas demanded by the one person have resulted in bad outcomes. So called 'Captains picks' or ideas made hastily.
When I plan for something I actively seek the opinions and inputs of various other people.
That way really bad decisions are avoided.

thats why they have ministers sprint......when it comes to tough decision thats when they use their power because someone has to...
I am sure its the same in your case if for and against turn out equal... you make the final call..

Under the Tories, the leader is supreme. He controls the tactics, the strategy and the polices of the Parliamentary wing of the party. the extra-Parliamentary wing is separate and has no control of the Parliamentary wing. When a leader fails, he is expected to resign, such as at an Election. The party is deemed to have failed because of poor direction. Basically, he takes the blame.
Under the ALP, the leader is primus inter pares - first amongst equals. While the leader has become more powerful since the days of Hawke, he is still subject to party discipline and while he directs many things, he doesn't control them. No "Captain's picks" per se in the ALP, without approval of Cabinent (or shadow Cabinet). The Parliamentary wing has been separated from the extra-Parliamentary wing, more or less, since the days of Hawke as well. Before that, all MPs and Senators were required to sign the "pledge" where they declared they would do as they were told by the extra-Parliamentary wing.
